To ensure proper management of land resources, the CSU Board of regents approved the Land Use Development and Infrastructure Plan (LUDIP) for 2022-2031 during the 4th Special Board of Regents Meeting held on December 23, 2021, 9:00 am via Zoom videoconferencing. CSU LUDIP covers campus planning framework, principles, and processes, including master development plans; detailed geographical description and survey of the of CSU including all idle lands, campuses, branches or extension; inventory of all existing buildings, facilities, and other infrastructure within the compound or areas occupied by the University; cadastral survey of land; detailed description of the research core, academic core, and residential areas covering both housings for faculty, and dormitories for students; detailed geographical description of land used for commercial, agriculture, fishery, forestry, and other activities, including open and recreational spaces, landscape features, and campus transportation system among others; design and estimated cost of construction, operation, maintenance of other university infrastructure needs and financial plan.
Dr. Tarhata P. Solaiman-Guiamalon, Dean of the Graduate School chaired the LUDIP TWG; other members of the TWG are Dr. Abonawas Pendaliday, Dr. Nasrudin Buisan, Engr. Elias Susa, Dr. Radzata Abdulgani and Asso.Prof. Norkaina Samama. Moreover, the technical writers are Dr. Emraida C. Ali, Dr. Joanie Haramain, Dr. Marilyn Billones and Dr. Alfonso Mana-ay.
Series of activities were conducted by the LUDIP-Technical Working Group and Technical Writers before coming up with this plan. Last December 09, 2021, the team conducted a benchmarking activity at the Central Mindanao University, Maramag, Bukidnon. This benchmarking activity provided us with significant insights and strategies for the preparation of CSU- LUDIP.
This was then reinforced by series of activities such as the ocular visits of the team to the different landholdings of the University in Rebuken, Sultan Kudarat; Barangay Solon, Sultan Mastura; and Barangay Magsaysay, Parang, Maguindanao last December 12, 2021. Inventory of existing landholdings, buildings, and facilities was initiated.
In addition, a Workshop on the University Land Use Development and Infrastructure Planning last December 14, 2021 was held which was participated by the deans, program heads and other concerned departments such as the planning office, accounting and budget office, general services offices, SSG and many more. It was also noted that expertise on Geographic Information System was needed leading us to seek the expertise of Engr. Al-Wahab Harun and the conduct of the Basic Geographic Information System Training and Coaching last December 15-16, 2021. This activity was participated by selected faculty members of the College of Engineering Computing and Technology (CETC).
Significant in the preparation of the LUDIP is the collaboration and coordination with the LGU of Cotabato City, Sultan Mastura and Parang, Maguindanao. The CLUPs of these LGUs were personally requested. Furthermore, different agencies were also tapped by the team to request for pertinent documents relevant to the LUDIP preparation such as the Office of the Bureau of Mines and Geosciences in Koronadal City; Office of Civil Defence-General Santos City; Ministry of Environment, Natural Resources, and Energy in BARMM, and many more.
The said LUDIP was submitted to the CHED-IOQAG and CHED Regional Office XII to comply the memo from CHED mandating the submission of all SUCs LUDIP on or December 21, 2021. // Dr. Tarhata P. Solaiman-Guiamalon
